PM should be able to delete comments

XMLWordPrintable

      Problem

Sometimes comments are more irritating than clarifying. But comments can only be deleted by the creator and only as long as no other user answered to the same comment.

      Solution

Allow PM users and roles higher than PM to delete comments from any other user.
