Extract tag-processing logic from the Excel import loop into a dedicated TagProcessor service, keep existing tag-structure/count validation behaviour, remove leftover numeric Excel placeholder tags after reapply2dMap(), and add segment warning unknown tags removed when cleanup was applied; tests should be created.
