Problem

1. Top-right (near the Logout button) Client filter's state is not persisted across re-logins, unlike current UI locale, for example
2. If some choice was picked in that filter - this choice is applied to multiple grids, but if then user change the Client-filter in some specific grid - then the top-right's choice becomes misleading as not correctly reflecting filters state anymore

Solution

1. Make top-right one persisted across sessions, but
2. Make per-grid filtering (incl. Client-filter) - have higher priority over top-right one
3. Top-right one should alter per-grid ones only onChange, i.e. per-grid Client-filters must be auto-added/changed/removed only when top-right one is explicitly set/changed/setToAllClients by user
4. Prevent top-right filter from being auto-applied to per-grid ones on page reload or relogin, so per-grid ones stay the source of truth
5. Add 'No selection' choice for top-right filter, make it default (instead of 'All clients')
6. If user sets the top-right filter to some value other than 'No selection', and then in some grid changes the local grid Client filter, then the top-right one must be automatically be set back to "Not selection", to indicate 4 connected grids do not have the same value for Client filter anymore.
