download of human-revised file restricted for InstantTranslate user

      Problem

      When a user with the role InstantTranslate and send to human revision allowed tries do download a translated file, after human revision is completed, this will result in a 403 Forbidden error.

      Users with PM role or higher are able to download the file.

      Solution

      User should be able to download the file.
