Instant-translate: file pre-translation progress update

      Problem

       Currently, when a user uploads a file for pre-translation in Instant Translate, there is no visual progress update. This differs from regular task imports, where the editor UI shows a progress bar.
       

      Solution

       Add a progress bar for Instant Translate file uploads, similar to the existing task import progress bar in translate5.
