OKAPI: XSLT Files are prepended before SRXs but they must be in the same order as the steps

      PROBLEM

      A Bconf with a XSL-Transformation step after the Segmentation step will be invalidly packed

      SOLUTION

      The order of the referenced-files in a BCONF must match the order of the files in the pipeline-steps

      FRONTEND-TESTS

      Should be done by @Stephan as he found the Bug and knows exatly what to test
