      problem

      XLIFF import currently reads some translate5-specific metadata through a legacy parsing format. This makes the import path harder to maintain and less explicit than the surrounding XLIFF parsing code.

      solution

      Move the metadata parsing to a data-only structured format and validate the parsed tag map explicitly before it is used by the import pipeline.
