SDLXLIFF Export: Fix redundant structure tag generated during track changes export

Problem
When exporting documents to SDLXLIFF format with tracked changes enabled (deleted and inserted text), extra invalid formatting/structure tags (e.g., <g id="..." sdl:start="false">) were occasionally generated between tracked change blocks.
This occurred when a tracked deletion ended near a formatting boundary. Translate5 assumed the formatting tag continued into the remaining text, even when the subsequent inserted text already contained its own matching start and end tags. As a result, the exported SDLXLIFF file contained unclosed XML tags, which could cause validation or import errors in CAT tools like SDL Trados Studio.
Solution
Update the SDLXLIFF track changes exporter to check the downstream text structure before generating tag continuation markers. Translate5 now only inserts a continuation tag if there is an actual matching closing tag later in the segment that requires it. If the replacement text already completely contains its own tag pair, no extra tag is added, ensuring valid XML output.
