Videos with to high resolution are not needed for translating / reviewing the textual content - but is leading to performance problems. Therefore high resolution videos are not allowed anymore.

problem
A video with 760 MB was uploaded leading to errors on usage like:
[E1027 core] PHP E_ERROR: Allowed memory size of 1073741824 bytes exhausted (tried to allocate 534790144 bytes)
Caused in /application/modules/editor/Plugins/VisualReview/Video/VideoVisual.php (350)
solution
- Prevent files to be uploaded with a to high resolution. Please see dev comment for inspiration
- Additionally a configurable hard limit of file size should be the final frontier to prevent such huge uploads
- Biggest problem technically is, that we implement a pseudo-streaming to serve the videos - which involves recoding of the video and therefore is CPU-heavy.
