Coordinator is prohibited to open first job in task

      Problem

      In competitive task if Coordinator has first job in workflow in unconfirmed status while task is in "no workflow" status - Coordinator is unable to open their job as we force check for task step.

      But step of task is out of workflow so check works incorrectly.

      Solution

      Allow Coordinator to open his first job in task with "no workflow" step.
