Xml entities handled incorrectly on xlf export

      Problem

      <ph> tag may have other tag as its attribute.

      <ph id="5" ctype="x-regxph" equiv-text="&lt;BR/>">&amp;lt;BR/&amp;gt;</ph>

      So if you import xlf with such a tag and then place it in target as translation (general work flow) on export in master this will produce invalid xml:

      <ph id="5" ctype="x-regxph" equiv-text="&lt;BR/>"&gt;&amp;lt;BR/&amp;gt;</ph>

      Solution

      Fix tag handling.

      Test

      use file from attachments to test it.
