A project manager always sees and can work on all projects in the installation, regardless if he is in charge of a project or not

locked and ended projects can not be edited by pm also

we can not simply assign a lector-role automatically to all project managers, because than they will be part of workflow as lectors and will be listed in list of assigned users. Both should not be the case.
