Use case

An opening tag at the start of the segment and the corresponding closing tag at the direct end of it are an unnecessary burden for the user. There is no use case to ever move these tags to a different position in the translation context. Therefore they can be moved outside the segment.

Solution

In the skeleton file of the import process these tags can be moved outside the segment and reintegrated into the segment on export time. If possible without a lot of work, the same solution could be applied to the sdlxliff import.
