Added support for adding terms, termEnties and attributes

Description
Please see TRANSLATE-1407, which is related. It also builds upon the functionality that has been implemented with TRANSLATE-1273 for the "Term proposal" phase of development.
Adding termEntries
To add a termEntry the "propose termEntry" functionality is used. As soon as a first term is entered and saved, the termEntry is saved to the database.
Adding terms
For adding terms, the "propose term" functionality is used. A term is always first entered as "proposal". If the corresponding rights exist, the user can right away set its status to "finalized" or "provisionally processed / reviewed".
After the cursor leaves the term field, the new term is saved to the server. Before save it is ensured, that it contains at least one character afterwards, that is no whitespace and all whitespace is trimmed form start and end.
if a term is created in a language, for which previously no term existed so far, this language has to be added to the language selection field next to the search field of the termPortal immediately.

Adding attributes
Addable are all attributes, that are part of TBX-Basic and in addition all other attributes, that are available in the current TermCollection.
Adding attributes
The "Add attribute" drop-down contains the labels of all existing attributes, that are not already assigned. When selecting one, the field is
added, but not saved yet. As soon as a picklist value is selected or for a text field as soon as content is entered and the field is left, it is saved to the DB.
For termEntry-level and language-level attributes the warning as outlined in TRANSLATE-1409 is displayed.
