Consolidate Workflow Step PM Review

      Currently a workflow step "PM Review" exists. This makes sense for the processing status of a segment, but not for the whole task workflow step.

      Consolidate why this step was introduced in TRANSLATE-84 and where it is currently used. If it would be no problem do remove it, it should be removed.
