Switch okapi import to tags, that show tag markup to translators

So far the Okapi conversion to xliff generated g-tags (for paired tags) and x-tags (for stand alone tags).

This prevents translators from seeing, what is behind the tags.

Therefore this is now changed to bpt/ept, ph and it-tags.
