[TRANSLATE-2056] Finished task can not be opened readonly

The problem is: after reviewing the current workflow step changes to review check 2, or workflow finished. But for TUA loading currently only the roles to the current workflow step are tried to be loaded.

So correct would be to load all Jobs of a user, then take the one with the role matching to the current workflow step, if there is nothing, use the first found role, where the jobs are sorted in the following order:

1. the job with the matching role
2. edit
3. view
4. unconfirmed
5. open
6. jobs with waiting states
7. jobs with finished states
