Comments from sdlxliff files are deleted, if their segment is not imported to translate5

      Empty segments are not imported to translate5. Yet it can happen in sdlxliff, that they contain comments.

      Since translate5 deletes all comments on import time and recreates them on export time, such a comment to an emtpy segment is deleted, but not recreated.

      This must be solved so that the comment is either kept in sdlxliff or recreated on export.

      Use the orig_import.7z file from the linked TS-Issue and import it to translate5 to reproduce. The comment that is deleted but not recreated because its segment is empty has the guid 2ba2cb24-daea-4bf0-b345-65225c51e368.
