change editable source: Only MQM-tags should be able to be inserted

      it should be customizable on task level on import time and in the task template:

      • is the source completly locked
      • is it possible to edit it completly
      • or is in only possible to enter and edit MQM-tags (caution: This interfers with the new concepted way of editable MQM-tags)
