Generate default privacy policy and cookie disclaimer for the translate5 default login screen

To be compliant with the EU General Data Protection Regulation we should integrate a default cookie disclaimer and a privacy policy page in the translate5 default installation.

For the default GDPR please use the text, that currently can be seen here:

https://www.translate5.net/en/imprint-privacy-policy/

and put Variables in all places, where currently Marc Mittag, MittagQI or our telephone and address data can be found. Create new system variables for that, where necessary. Make a pop-up after log-in that appears for every user with admin role, that shows him the following:

At "https://yourcompanydomain/" we put in an example GDPR declaration. Please see translate5s confluence (link this) to see, how you can change this. Please acknowledge, that it is your legal responsibility to check the contents of the GDPR and change them where necessary. Your company is legally in responsible for the GDPR contents.

The user has to click a button "I understood and I and my company are responsible for the contents of the GDPR contents".

Only if the user clicks the button, he is able to use translate5.

Please integrate the following text about cookie and GDPR in the login-side as shown in attached screen.

Please create a new system config, that is able to hide this information and the GDPR page completely and please point to how to configure this in our confluence and link the text in above mentioned pop-up to this.
