Tag numbering in review documents sometimes does not match from source to target

    Description

      Currently the import creates the numbering of the tags that is shown in theĀ  editor GUI by counting the tags from the start of the segment.

      This is done independently in source and target.

      If the order of tags in source and target differs as it sometimes happens for review SDLXLIFF files, that have been created in another system, tag number 3 in the source for example does not refer to the same tag, as tag number 3 in the target.

      This needs to be changed. See TRANSLATE-2658 how it was solved for XLF.

      Numbering must be created first in the source segment. Then the tags with the same tag-IDs in the target must get the same numbers as their corresponding ones in the source. The the remaining tags in the target must get additional numbers, that do not exist in the source. Be careful: It could be, that a tag in the source exist, that does not in the target and vice versa. Therefore for tags in the target, that do not exist in the source the next higher tag number than the highest in the source must be used.
