Remove error log summary mail

    • The error log summary e-mail is removed in favour of the error log available in the UI.

      problem

      Due a combination of bugs in the ACL system, the error log summary is sent to all users instead of only the sysadmins.

      solution

      • remove the error log summary feature at all
      • fix the wrong ACL definiton
      • fix the bug in ACL code on fetching users per ACL right
