Create missing Unit tests for ZfExtended ACL functionality

    Description

      problem

      The ZfExtended code related to ACL roles is not tested at the moment.

      This led to TRANSLATE-3510 where a User::loadByRole method was loading all users instead non as an empty list of roles was passed.

      solution

      Implement unit tests to test the crucial parts of ACL stuff added in zfextended.
