create a button for instant translate "send to human revision"

file translation:

• change pretranslation project to normal project
• assign default PM
• send notification e-mail to PM (with download link to translator package?)
• add config option for default PM

text translation

• optional: add check box in UI to choose which translation should be sent to human review
• send all source and target text to an xliff (should be xliff to define source of translation and match rate
• create project and assign same resources as used for results in instant translate
• from here same as above

"delivery":

• disable time to auto-delete for "human revision" cases, create a delete button instead
• deliver finished task back to instant translate as download link
• notify user via e-mail
