config runtimeOptions.import.fileparser.options.protectTags faulty

when runtimeOptions.import.fileparser.options.protectTags is enabled entities are escaped on export, e.g.:

• with <grüner>,  < and > are escaped with & lt ;  and & gt ; on export
• soft return exported as <ph id="1"><tags1/></ph>
• nbsp is escaped on export

The escaping on export even happens in files, where they should not be escaped (like MS Word)
