Check for duplicates on segment updates

      Problem

      t5memory keeps older segments in case if only target differs. Source duplicates are created.

      Solution

      Depending on the setting of runtimeOptions.LanguageResources.t5memory.saveDifferentTargetsForSameSource in update and task re-import operations we have to check for older segment with fuzzy, manually delete it and then write new segment. Also we need to respect settings that come with https://jira.translate5.net/browse/TRANSLATE-5034 and https://jira.translate5.net/browse/TRANSLATE-5090 in regard to what is treated as duplicate.
