Problem

Reviewer or PM (without job in a task) opens empty segment (#2) and then saves it without changes (still empty).
Then opens segment (#1) before segment (#2) and do CTLR+ENTER:

• expected behaviour would be segment (#2) automatically opened for editing
• actual behaviour - segment (#2) is skipped and segment (#3) opened instead

Solution

 
On CTLR+ENTER we should open next segment, if 

• always if it is empty (also if it contains trackChanges with everything deleted (so equals empty))
• Always if not saved in current workflow step so far by a user who belongs to current workflow step as job assignee
• always if was saved as draft in current step
• always if segment was saved the last time by a PM (who was NOT assigned for the current workflow step as user)
