Problem

We now prohibit saving of empty segments in Editor.

This behaviour is no longer considered as user friendly as scenarios where saving of empty segments may be useful.

Anyway this check mostly is not triggered, as (wrongly) segment with active trackChanges, where all pre-existing content was deleted by the user is not considered empty by the check.

Solution

Add new config on task lvl: `runtimeOptions.editor.allowToSaveEmptySegment`

If set to true (default):

remove check that prohibits saving an empty segment, that was not empty before. If saved empty, processing status must always be "not translated" after saving, also if it contains a lot of trackChanges mark-up of stuff that was deleted.
