Since allowing saving an empty segment, tracked changes will be deleted

      Problem

      We added new config on task lvl: `runtimeOptions.editor.allowToSaveEmptySegment` with https://jira.translate5.net/browse/TRANSLATE-5505

      If set to true (default):

      remove check that prohibits saving an empty segment, that was not empty before. If saved empty, processing status must always be "not translated" after saving, also if it contains a lot of trackChanges mark-up of stuff that was deleted.

      Last part is not respected. On saving all tracked changes will be deleted, segment will be completely empty (even with different user adding and deleting content)

       

      Solution

      Preserve tracked changes.
