New open job do not change task workflow

      Problem

      • we have our standard workflow with users for all 3 steps assigned
      • all jobs are finished
      • PM adds another user to "2nd review" step with status open
      • workflow does not jump back to "2nd review" workflow status, but should.
      • same if finished job set to open again

      Solution

      Fix workflow behaviour on new open job
