XLF Import: Segments with tags only should be ignored and pretranslated automatically on translation tasks

    Description

      In XLF based translation tasks currently segments with tags only has to be translated by the translator too.

      Since there is no textual content, the tags can be just overtaken from source and the segments must not occur in translate5.
