Fix for the problem where for a rejected term automatically the term attribute "normativeAuthorization" was not set to "deprecatedTerm".

Description
In https://jira.translate5.net/browse/TRANSLATE-1409 this was defined:
For a rejected term automatically the term attribute normativeAuthorization is set to "deprecatedTerm" and therefore the "do not use" icon will be shown for it in TermPortal and translate5 editor.
For unknown reasons this does not work anymore.
Please find out, when and why that changed and tell me.
And make it work again.
Please also note, that normativeAuthorization and Usage status are coupled, so usage status should then also be set to the analogous value.
